Regulation (EU) No 573/2024 strengthens existing measures on fluorinated greenhouse gases by introducing a number of far-reaching changes that will reduce emissions significantly.
Importers must ensure that all hydrofluorocarbons preloaded in equipment have been considered within the hydrofluorocarbon quota system, register in the hydrofluorocarbon quota register, draw up one or more declarations of conformity when importing a shipment of equipment for release for free circulation and ensure that compliance is fully documented and verified.
RINA provides the verification service of the declaration of conformity pursuant to art. 19, paragraph 3 or the annual communication referred to in art. 26, paragraph 8 as required by the Regulation.
RINA has long been committed to supporting companies in the face of strict regulatory standards and, thanks to its many years of consolidated experience in the sector, it is an EU ETS verification body accredited by ACCREDIA since 2013 (accreditation certificate no. 0002 VV) and recognized by the National Competent Authority since 2005 and therefore authorized to carry out checks in this area.
The verification process is represented by the following steps:
- Opening of a contract with the customer: acceptance of the offer made following receipt of the informative questionnaire
- Verification activities: verification of the declaration of conformity referred to in art. 19, paragraph 3 or of the annual communication referred to in art. 26, paragraph 8, of the data collection and calculation methodologies
- Reporting: drafting of the internal verification report and preparation of the final audit report
- Independent technical review of the verification activities carried out.
By 30th April each year, starting in 2025, importers of equipment pre-loaded with HFCs must verify the declaration of conformity required by art. 19, paragraph 3.
By 30th April each year, starting in 2025, importers, producers and exporters of HFCs (when the placing on the market exceeds 1.000 tonnes of CO2eq) must verify the annual report required by art. 26, paragraph 8.
Regulation (EU) No. 573/2024 is a European Union legislation that concerns substances that damage the ozone layer and fluorinated greenhouse gases. This establishes regulations and requirements for the control and reduction of emissions of these substances into the environment in order to protect human health and the environment. The regulation lays down specific requirements for the management, maintenance and reporting of activities related to these substances, in order to ensure compliance with environmental regulations and the transition to more sustainable alternatives and repeals Regulation (EU) No 517/2014.
