EU Regulation 517/2014: verification of the declaration of conformity and the annual communication

Regulation (EU) No 517/2014 strengthens existing measures on fluorinated greenhouse gases by introducing a number of far-reaching changes that will reduce emissions significantly.

Importers must ensure that all hydrofluorocarbons preloaded in equipment have been considered within the hydrofluorocarbon quota system, register in the hydrofluorocarbon quota register, draw up one or more declarations of conformity when importing a shipment of equipment for release for free circulation and ensure that compliance is fully documented and verified

Verification procedure

- Reporting: drafting of the internal verification report and preparation of the final audit report

By 31 March each year, starting in 2018, importers of equipment pre-loaded with HFCs must verify the declaration of conformity required by Article 14.

By 30 June each year, starting in 2015, importers, producers and exporters of HFCs (when the placing on the market exceeds 10000 tonnes of CO2eq) must verify the annual report required by Article 14.
