Pre-shipment inspection can be agreed upon between a buyer, a supplier, and a bank, and it can be used to initiate payment for a letter of credit. Therefore pre-shipment is intended for manufacturing companies, exporting agricultural producers, trading companies, final customers' purchasing offices, food aid organizations, banks and insurance companies.

The quantity audit ensures that outgoing goods meet the requirements of purchase order. Quality audit ensures that the goods are in compliance with technical specification.
