Energy transition is one of the key pathways toward sustainable development and long-term industrial competitiveness. In this context, the Government of Ceará and the Pecém Industrial and Port Complex (CIPP) aim to establish themselves as national leaders in low-carbon industrial development, attracting new investments and driving regional economic growth.
With the support of the World Bank, the project’s central goal is to accelerate industrial decarbonization within the CIPP, providing a solid technical foundation for the design of strategies, targets, and projects that advance Brazil’s low-carbon economy and the consolidation of green hydrogen as a strategic energy vector.
The World Bank selected RINA to provide technical and strategic support to the Government of Ceará and the CIPP through the development of analytical tools, studies, and frameworks for the decarbonization of the industrial complex.
Our scope of work included:
- Characterization of the Industrial and Port Complex and preparation of technical questionnaires;
- Comprehensive energy balance of the complex and its main industrial activities;
- Mapping of decarbonization technologies and project pipeline;
- Water balance and integration of data on resource efficiency;
- Scenario analysis for 2030, 2040, and 2050, including cost-benefit assessments;
- Development of strategies and implementation roadmaps for long-term decarbonization.
Based on these studies, we are supporting the Government of Ceará and the CIPP in defining greenhouse gas (GHG) reduction targets for 2030, 2040, and 2050, fostering the adoption of sustainable technologies and alignment between public policies and private investments.
The project is establishing a solid technical and strategic foundation for industrial low-carbon transition, positioning the State of Ceará as a national hub for clean energy and sustainable industry.
Key outcomes include:
- Development of a Business Intelligence (BI) tool to integrate and visualize data on energy, water, and emissions, supporting monitoring and data-driven decision-making;
- Identification of an indicative pipeline of industrial decarbonization projects, enabling targeted investment planning;
- Multisectoral engagement with CIPP companies, public institutions, and stakeholders, fostering collaboration between the public and private sectors.
