With an estimated technical potential of over 200 GW, Brazil stands out as one of the most promising markets in the world for the development of offshore wind energy.
However, consolidating this sector requires a structured process of social engagement, transparency, and multisector dialogue, ensuring that technological and economic progress advances in harmony with environmental and social dimensions.
Within this context, the World Bank appointed RINA to support the Government of Brazil in developing a comprehensive Stakeholder Engagement Plan (SEP) and Stakeholder Engagement Roadmap aimed at promoting the sustainable expansion of offshore wind energy in the country.
Leveraging its global expertise in ESG, sustainability, and energy transition, we adopted a holistic and collaborative approach that combined technical rigor, stakeholder dialogue, and integration across public, private, and civil society sectors.
Scope of work:
- Work Plan Development: Defined methodology, timeline, and governance structure to guide project execution.
- Stakeholder Engagement Plan (SEP) and Roadmap: Designed engagement strategies tailored to Brazil’s diverse regional and institutional contexts.
- Consultations and Interviews: Conducted with regulatory authorities, coastal communities, private sector representatives, and civil society organizations to ensure inclusivity and transparency.
- Technical Workshops: Organized to foster alignment among stakeholders and share international best practices.
RINA’s contribution was pivotal in establishing a transparent, inclusive, and replicable stakeholder engagement framework, which now serves as a reference for renewable energy projects supported by multilateral organizations.
By integrating internationally recognized methodologies with local insights, the project strengthened governance structures and fostered trust among all stakeholders. This collaborative approach has advanced Brazil’s energy transition by promoting active listening, constructive dialogue, and shared responsibility across sectors.
