Training consultancy for MoD 

Challenge

The UK Ministry of Defence (MoD) initiated the Defence Information Infrastructure (DII) procurement programme to develop, implement, operate, manage and deliver a wide range of services (including messaging, web access, collaboration, office automation, data management, directory, interoperability, end-to-end service management, security and application hosting services) to MoD personnel across the globe.
The aim of the DII Programme is to enhance the MoD's operational effectiveness by providing better IT and communication systems through the rationalisation of 200 stovepiped systems into a single IT infrastructure, that will enable greater strategic and operational agility during times of crisis. DII will supply all MoD land based sites within the UK, permanent overseas sites, all maritime platforms and Royal Marine Commando Units, as well as operational deployments in the Land Environment. This £4bn, 10 year project includes providing at least 150,000 terminals to approximately 300,000 users at 2,000 locations around the world in order to enhance operational effectiveness.

Approach

Our consultants:

• Acted as the Defence Lines of Development (DLOD) lead on behalf of DIST for the Personnel and Training lines of development for Land and Maritime Deployed
• Were part of the the team that delivered the Concept of Use (CONUSE) for the Land Deployed element of DII
• Acted as the MoD “intelligent customer” for the development of the TNAs and the Training solution by the ATLAS Consortium
• Identified the changes to MoD roles for personnel involved in the deliver of DII in the Battlespace and on a subset of fixed sites
• Acted as the DIST workstream lead for contractual negotiations with the ATLAS Consortium
• Planned and ran the MoD acceptance of all elements of the delivered training solution
• Acted as the DIST workstream lead for the transfer of responsibility for training delivery from the ATLAS Consortium to the MoD
• Coordinated and aligned the training solutions for the JC2SP suite of applications
• Acted as the DIST workstream lead for a major uplift of Maritime MSP training infrastructure

Conclusion

Through our immersion in the DII teams, we identified the necessary changes to MOD roles for personnel involved in the delivery of the project in the Battlespace and on a subset of fixed sites. Our consultants coordinated and aligned the training solutions for the JC2SP suite of applications for DII Land Deployed, thus realising synergies and cost savings for the MOD customer. Additional deliverables included the planning and implementation of the MOD acceptance of all elements of the delivered training solution.
