A Critical Infrastructure is an asset or system essential for the maintenance of vital societal functions. Damage to Critical Infrastructure, their destruction or disruption by natural disasters, terrorism, criminal activity or malicious behaviour, has a significant negative impact on the security of the EU and the well-being of its citizens.
In 2006 the European Council and European Commission promulgated the directive EU COM (2006) 786 that obliged all Member States to adopt the components of the European Programme for Critical Infrastructure Protection (EPCIP) into their national statutes.

Deliverables

Identification and analysis of major threat scenarios, risks and vulnerabilities for each Critical infrastructure

Definition of permanent risk clearing and mitigation actions including

Definition of graduated security measures including all the actions to be taken according to the varying risk and threat levels (e.g. evacuation plans)
