In January 2024 OCIMF started phase 3 of the SIRE 2.0, the most fundamental revision to their tanker vetting programme. The new vessel inspection system aims to provide a more precise report on the quality of a vessel and its crew, highlithing a possible future performance.

SIRE 2.0 has a new risk-based vessel inspection questionnaire, covering 4 main key areas:

• The Core area includes the minimum number of questions required to meet the fundamental criteria of risk assessment 
• The Rotational area includes non-core questions which should be addressed over a specified period of time
• The Conditional area contains ship and/or operator-specific questions
• The Campaign area includes questions of specific focus as set by OCIMF. 

Furthermore, enhanced consideration is placed upon the human factors, including a thorough evaluation of the performance of shipboard staff.
