EU MRV

MRV is a mandatory monitoring, communication and verification system set up by the European Commission for ships over 5,000 tonnes gross travelling on one or more commercial routes (goods or passengers) to and from EU ports, regardless of their flag.
Warships, auxiliary machinery, fishing vessels, rudimentary construction boats, ships without mechanical propulsion or state ships used for non-commercial purposes are excluded.

Regulatory Focus

The European Union has set a number of goals to reduce greenhouse gas (GHG) emissions by 2050 through the Climate-Energy 2020 and Climate-Energy 2030 packages.
For the year 2030, greenhouse gas emissions must be reduced by at least 40% from 1990 levels.
EU Regulation 2015/757 on monitoring, communication and verification of carbon dioxide emissions (CO2) generated by maritime transport (known as the EU MRV Regulation) entered into force on 1 July 2015.For each ship, the company, defined as the shipowner or any other organisation or person, such as the operator or the bareboat charterer who has taken over responsibility for the operation of the ship from the shipowner, must prepare a carbon dioxide emission monitoring and communication plan by 2017, and from 2018 onwards monitor and report these emissions in order to assess them from 2019 onwards.

Q&A

What are the main deadlines for the companies concerned?

• 31 August 2017: Submit, for each vessel, the carbon dioxide monitoring plan to an accredited verifier

• 31 December 2017: Obtain, for each vessel, the approval of the carbon dioxide monitoring plan by the accredited verifier

• 1 January 2018 - 31 December 2018: For each vessel, monitor the fuel consumption and other relevant information in accordance with the approved monitoring plan

• 1 January 2019 - 30 April 2019: For each vessel, submit the carbon dioxide report to an accredited verifier

• 30 April 2019: Obtain a positive audit opinion from the accredited verifier and submit the verified information to the European Commission and to the flag state

• 30 June 2019: Obtain compliance documents from the accredited verifier (to be retained on board the ship)

• By 30 April of each year: Obtain a positive audit opinion from the accredited verifier and submit the verified information to the European Commission and to the flag state.
