As the UK advances its CCS ambitions, the safe and compliant repurposing of existing infrastructure is becoming increasingly important. The LBCCS project requires robust, impartial technical assurance to demonstrate compliance with decommissioning programme in line with applicable environmental and safety standards.
RINA has been appointed to provide technical assurance services for a key phase of the Liverpool Bay CCS Limited (LBCCS) CO2 Transportation and Storage (T&S) project. Reinforcing its role as a trusted partner in the energy transition and infrastructure repurposing, RINA will act in the role commonly referred to in the UK infrastructure sector as an “Independent Certifier”.
We have developed a structured assurance methodology aimed at promoting technical robustness, transparency, and stakeholder confidence throughout the project lifecycle.
Our approach is structured across three phases:

Through our technical assurance role, we are supporting the development of a transparent and compliant framework for asset transition, helping ensure that all activities are properly documented, verified, and aligned with regulatory expectations.
The assurance process will help demonstrate that the assets can be safely transferred and prepared for their next phase of use within the Liverpool Bay T&S development, subject to the successful completion of the relevant technical reviews.
This project highlights our growing role in enabling complex energy transition programmes, combining technical expertise, regulatory insight, and technical assurance to unlock value from existing infrastructure.
