New RINA rules reviews: Certification of Factory Production Control (FPC) and Product Performance Compliance under EU Regulation 305/2011

We update our regulation to ensure compliance and quality in construction product manufacturing and performance

We published new reviews of the following RINA rules:

- Rules for the issue of Factory Production Control (FPC) certification according to Regulation (EU) no. 305/2011 relating to Construction Products  

- Rules for the issue of certification of constancy of product performance according to Regulation (EU) no. 305/2011 related to Construction Products 

The new rules will come into force on 15 July 2023

What are the main changes?

- Par. 2.1 "Reference legislation": added the reference to the Commission Delegated Regulation (EU) No 568/2014 of 18 February 2014 amending Annex V to Regulation (EU) No 305/2011 

- Par. 3.4 “Documents review”: explained that the outcome of the document review, if any findings are found, is communicated to the Organization by sending a copy of the related report, while if the outcome is positive, the related report can be delivered at the evaluation visit at the manufacturer;

- Par. 3.5 "Type testing/calculations" (only for the Rule in system 1): explained that the samples must be significant/representative of the production, otherwise it will not be possible to proceed with sampling, and that  certification process is suspended in the event of a negative outcome of the tests performed to evaluate the performance of the construction product (e.g. unclassifiable product). If the Organization intends to reactivate the certification process, new samples of each product must be sampled by RINA and the outcome of the tests must be positive in order to reactivate the certification process;

- Par. 3.6 and 3.7 "Audit report": explained that, if the assessments for the issue of certification are not concluded with a positive outcome, RINA refuses to certify the organization and informs the notifying authority of the refusal and provides the other Notified Bodies with information related to negative results;

- Par. 7.3 "Revocation": explained that, pursuant to art. 53 of Regulation (EU) no. 305/2011, RINA informs the notifying authority of the revocations that have taken place and provides the other notified bodies with the information related to the negative results;

- Par. 8.1 " Withdrawal by the manufacturer": explained that, pursuant to art. 53 of Regulation (EU) no. 305/2011, RINA informs the notifying authority of the renouncements made.
