Consulting services for critical infrastructure methodology development study in the scope of supporting the resilience of critical infrastructure and disaster risk awareness raising project in Turkey

RINA has been awarded by the Disaster and Emergency Management Authority (AFAD) of the Ministry of Interior of the Republic of Turkey for the consultancy service on Critical Infrastructure Methodology Development.

The aim of this project is:

  • to increase disaster awareness of people, especially children and youth
  • to increase accessibility of training / awareness raising programs via public centres
  • to ensure clear understanding of disaster risk reduction issue
  • to promote disaster preparedness.

The project will be implemented by AFAD with support to be provided by the World Bank. It will be financed from the grant funds provided by the Government of Japan and administered by the Global Facility for Disaster Reduction and Recovery (GFDRR). The project life is 11 months, from August 2019 to the end of June 2020.

AFAD cooperates with us for developing a methodology for management of critical infrastructure and raise disaster risk awareness. Our tasks covers development of the following activities:

  • methodology and guidelines for determining the level of criticality
  • risk assessment methodology, checklists and guidelines for disaster management at the sectoral level (including sub-sectors)
  • a web-based software that can be used online to determine levels of criticality and conduct risk analyses specifically for two sectors, health and energy sectors
  • sector-level risk assessment reports, workshop reports and gap analysis reports and suggestions for solution for each facility / infrastructure to be built in the selected sector
  • reports providing policy recommendations to form the basis for development of a draft legislation.

In order to achieve this, we will manage the consultation process with stakeholders; facilitate discussions, organize and moderate workshops; collect data and conduct analyses; prepare the reports, manuals, documents, etc. The primary stakeholders of the project are Ministry of Health and Ministry of Energy and Natural resources in addition to AFAD.

The project is expected also to extend to the transportation and infrastructure sectors, and we believe that our service and consulting quality will bring further cooperation opportunities with AFAD.
