RINA North America: providing efficient and focused services for local, state, and federal agencies

RINA North America local, state and federal

Our expertise

RINA North America serves all types and sizes of public clients, offering discrete services to solve a small problem, or turn-key and performance-based services to accomplish a larger infrastructure goal.

Our understanding of federal agencies’ policies, procedures, and regulations allows us to provide efficient and focused services.

We also understand the need for local and state agencies to design to meet project budgets and maintain transparency to their constituents and communities.

With awareness of budget, schedule and project constraints present in government agencies, we provide the best value to respond to various community dynamics, efficiently and with a focus on lifecycle and maintenance costs.

Our projects

We are the Lead Engineer for infrastructure projects at Naval Base Kitsap.

We are under contract to provide design services for 41 critical electrical projects that involve major electrical improvements to the 115kV transmission system, 115kV substation equipment, 12.47kV distribution system, 12.47kV generator systems, and all associated protective devices.

Work undertaken includes distribution feeder protection, transmission line protection, transmission (115kV) distance protection, transformer protection and monitoring, distribution (12.47kV) distance/pilot protection, generator protection, bus protection, capacitor banks, capacitor bank control, SCADA components and integration, distribution voltage regulator replacement, system coordination studies and arc flash studies using SKM analysis platform, generator controls, generator synch circuits, breaker replacement, switchgear replacement, power meters, batteries, chargers, and station service, web based security cameras, SF‐6 breaker replacements and new installations, six shore/industrial power substation replacements, and physical security hardening.

We are providing Owner's Representative (OR) Services to the Massachusetts Bay Transportation Authority (MBTA) under multiple contracts.

The Owner's Representative role is a legislative action that requires third party oversight for projects over $50 million in value in the Commonwealth of Massachusetts.

These services include cost and schedule oversight, peer reviews, management of the Value Engineering process, and management of the Cost Recovery process. The OR reports on these issues on a monthly and annual basis.

We have been engaged as the lead OR, or as a sub-consultant, on several large infrastructure projects including the $2.3 billion Green Line Extension (GLX) as a key sub, as the prime/lead for Six Bridge Replacement bundle, Merrimack River Bridge Rehabilitation, Draw 1 Over the Charles River Bridges at North Station, and Gloucester Draw Bridge. These projects include CM/GC, design-build, and design-bid-build delivery.

We developed an Independent Cost Estimate and Contract Time Determination (CTD) Schedule through multiple design iterations in order to aid the owner in negotiating a final bid price and schedule with the contractor as part of the Construction Manager/General Contractor (CM/GC) project delivery method.

This project replaced two nearly 100-year-old rail bridges in the center of a vibrant downtown community with a 360-foot tunnel section that provides community space for the Town Green to be expanded and restored.

We worked closely with the project team to perform brainstorming exercises for alternative ways to address the project and modify design or construction approaches to improve the cost, schedule and/or functionality of the project.

We were also instrumental in the strategic approach and procedures that were critical to keeping all parties aligned throughout the project.

This project proved to be a successful deployment of the CM/GC delivery process.

The Deep Underground Neutrino Experiment (DUNE) is an international flagship experiment to unlock the mysteries of neutrinos. DUNE will be installed in the $2 billion Long-Baseline Neutrino Facility (LBNF) that is under construction in the United States. DUNE scientists will paint a clearer picture of the universe and how it works.

For more than two decades, Patrick have been providing comprehensive program management, project controls, engineering and design, pre-construction and construction services, and construction management to national laboratories.

We have the knowledge and understanding of the unique and sophisticated requirements within national laboratories, including project management systems, technical standards, and safety requirements. We have successfully executed many unique assignments, most with aggressive schedules and tight budget constraints.

Our experience includes projects and programs consisting of geotechnical, civil and electrical design, turn-key design-build and full-service program management.

We have also provided key support and leadership for Department of Energy (DOE) Certification of Earned Value Management Systems and continues to provide expert scheduling, project controls, and project management support.

The Advanced Photon Source Upgrade (APSU) project is an eight-year, $700 million investment to develop the most powerful multi-bending achromat in the Department of Energy (DOE) complex. This machine will support the discovery of science on the leading edge for the next 25 years.

We provided project controls, risk managers, and SharePoint support for the APSU project. Our local project controls specialists performed in accordance with our strong reputation quickly integrating into the existing project controls team. Their duties included project planning support, development of a comprehensive P6 schedule and maintenance of the Work Breakdown Structure, project schedule status updates and processing of potential change requests and what-if scenarios, development and maintenance of work authorization documents and basis of estimate documentation, participation in critical decision reviews, and critical support and management for the Earned Value Management System.
