Aligning people, processes, technology and data to drive long-term performance

RINA provides enterprise strategy and support services to help clients plan, implement, manage, and sustain technology, data, GIS, and operational systems across their organizations. Our team works with clients to understand business drivers, assess current systems and processes, identify gaps, and develop practical roadmaps for improvement. With experience supporting utilities, campuses, government agencies, industrial clients, and infrastructure owners, RINA helps organizations align people, processes, technology, and data to improve performance, increase visibility, support adoption, and deliver long-term business value.
We were selected to architect and develop a cloud-hosted GIS application for a major utility undertaking a multi-year initiative to replace nearly one million meters, with the platform evolving into a core tool supporting ongoing operational activities. To support the scale and complexity of the program, we developed a customized asset management application in the cloud to help monitor progress and ensure project milestones were consistently achieved.
The application integrates geographic information transformed daily via cloud ETLs to enhance visibility and coordination across the program, serving as a daily operational tool for office staff to track installations, resolve issues, and make informed decisions. It provides map-based insights into installation progress, enabling efficient tracking through geographic and attribute searches, color-coded status updates, and mapping tools for reporting on meter status. By utilizing cloud technologies, the application provides a flexible and scalable platform that supports evolving operational needs and sustained business value.
The Comcast Global Security Operations Center (GSOC) is responsible for monitoring and protecting Comcast's global security interests through the collection, analysis, and interpretation of security intelligence and geopolitical developments from a wide range of sources. We provide geospatial technology and analytics support to the GSOC and the intelligence operators, event management teams, and security leaders within. To support event and incident awareness, we designed, installed, configured a GIS platform built on Esri's ArcGIS Enterprise, enabling secure authoring, publishing, and sharing of maps, data, and operational dashboards across the GSOC.
We automated the migration of several hundred GIS features, maps, and datasets from ArcGIS Online to the ArcGIS Enterprise platform and developed automated data pipelines to continuously refresh critical security datasets. These pipelines support data sources including real-time intelligence feeds, employee locations, critical business infrastructure, global travel schedules, and facility locations, ensuring information remains accurate, current, and operationally reliable. Additionally, we created standard operating procedures (SOP), defining best-practice recommendations for sustaining and maturing the system, along with clearly defined roles, responsibilities, and learning paths. The resulting solution provides the GSOC with a single pane of glass for global risk awareness and map-based insights that support executive reporting, incident response, and personnel safety decision-making.
With more than 20,000 users and 7,000 Portal items, Duke Energy needed a seamless way to migrate content between their Development, Test, QA, and Production environments. We were responsible for developing an automated content migration and promotion process that would force governance and standardization across Duke's ArcGIS Enterprise deployment. Using Portal tags, groups, and user roles, items had to be approved by certain users with elevated permissions to trigger the migration process that was built atop webhooks, ArcGIS Notebook, and Github.
The fully automated workflow has allowed Duke Energy to streamline their content promotion process, saving countless hours on manual processes and archaic solutions. In addition, metadata standards on Portal items are enforced throughout the process, ensuring quality control and improving visibility and coordination across the organization.
We partnered with Asplundh to design a modern vegetation and asset management system that reduces operational risk, improves workforce adoption, and establishes a scalable technology foundation. The engagement began with a comprehensive risk assessment, organizational change management strategy, and system architecture design. By developing a detailed risk register and facilitating collaborative workshops, we helped the project team clearly define cost, schedule, and technical risks (more than 60 in total) and prioritize mitigation efforts. This disciplined, data-driven approach allowed Asplundh to proactively manage critical technical and adoption risks early, reducing downstream rework and increasing project confidence.
To ensure long-term success, we applied the Prosci change management methodology to drive user adoption and organizational readiness for new field tools and business intelligence capabilities. The team delivered a tailored change management strategy, including sponsor and communication plans, training recommendations, and adoption reinforcement plans. In parallel, our team worked closely with stakeholders to design a flexible, future-ready architecture built atop the Esri platform, supporting multiple workflows through configurable applications. The resulting design and development roadmap positioned Asplundh with a well-defined baseline for developing the overall custom GIS solution.
The North Carolina Department of Administration (NCDOA) sought to improve visibility, control, and strategic management of its statewide real property portfolio. We delivered a GIS-based Real Property and Facility Solution that established a centralized, authoritative system for managing assets across the state. This solution enabled more informed decision-making by providing clear insights into property utilization, supporting portfolio right-sizing, and identifying opportunities for investment, divestiture, and asset optimization. Automated workflows improved data consistency and reduced manual effort, allowing state professionals to focus on higher-value planning and policy initiatives.
To support this solution at an enterprise scale, we designed and implemented a secure, cloud-based GIS architecture deployed in Amazon Web Services (AWS). We developed and automated data pipelines to ingest, validate, and maintain authoritative property and facility data, ensuring accuracy, consistency, and long-term reliability. The system integrates with related enterprise systems and business workflows to streamline operations and reduce duplication of effort. Ongoing monitoring, performance tuning, and cost optimization have ensured the platform remains scalable, resilient, and cost-effective, enabling NCDOA to maximize the value of its GIS investment while supporting evolving operational and strategic needs.
