Many of our construction cost estimators and project controls professionals have careers grounded in general contracting. We have extensive experience in executing construction projects in active operating facilities, we understand the associated constraints, productivity impacts, and constructability concerns. Amtrak | FDT ICE

Amtrak’s Frederick Douglass Tunnel Program will replace the existing Baltimore and Potomac Tunnel and upgrade a four-mile section of the Northeast Corridor. 
 
Serving as Independent Cost Estimator (ICE), we support multiple Construction Manager-at-Risk (CMAR) construction packages through bottom-up estimates, Opinion of Probable Construction Cost (OPCC) development, Guaranteed Maximum Price (GMP) reviews, contractor negotiation support, risk analysis, and schedule review. 
 
The program includes two new high-capacity electrified passenger rail tunnels, new roadway and railroad bridges, track and rail systems, and a new ADA-accessible West Baltimore MARC Station. 

 

Amtrak | FDT ICE

Massachusetts Department of Transportation (MassDOT) | Allston Multimodal

The I-90 Allston Multimodal Project is realigning a structurally deficient and functionally obsolete section of the Massachusetts Turnpike. 
 
As part of the project team, we developed construction cost estimates and schedules for the 15% design and multiple case studies. We also prepared independent cost estimates, a project schedule, and a life-cycle cost analysis evaluating four highway and rail alternatives. 
 
The analysis considered agency costs, user costs, and combined life-cycle costs to help MassDOT select the preferred approach and evaluate whether to defer a full build alternative.

Chicago Transit Authority (CTA) | TCP ICE Svcs

For the Chicago Transit Authority’s capital program, we provided independent cost estimating services that supported major program planning and delivery decisions. 
 
The work included estimate development and review for infrastructure improvements, program management activities, and Red/Purple Modernization-related capital work. Estimates were prepared to help validate budgets, assess constructability assumptions, and support procurement and delivery planning. 
 
This cost estimating support helped CTA maintain greater confidence in project budgets across a large, active capital portfolio.

Ohio Department of Transportation (ODOT) / Kentucky Transportation Cabinet (KYTC) | Brent Spence Bridge

The Brent Spence Bridge Corridor Project will improve eight miles of interstate infrastructure between Cincinnati, Ohio, and Covington, Kentucky. 
 
As part of the State Cost Estimator team, we develop independent construction cost estimates and CPM construction schedules to support owner evaluation of early work packages and Guaranteed Maximum Price (GMP) construction packages. The work also includes an early Opinion of Probable Construction Cost (OPCC) and participation in risk workshops. 
 
The project includes a new companion bridge, updates to the existing Brent Spence Bridge, interstate reconstruction, widening, and interchange reconfiguration.

Massachusetts Bay Transportation Authority (MBTA) | On-call Estimating

Through on-call estimating support, we help the Massachusetts Bay Transportation Authority (MBTA) evaluate construction costs for capital improvements across its system. 
 
The assignments include preparing independent cost estimates, supporting budget validation, reviewing project assumptions, and helping project teams understand cost drivers before construction procurement. Estimates are developed to reflect project scope, staging, operations constraints, and market conditions. 
 
This support gives MBTA additional estimating capacity for complex transit, station, bridge, and infrastructure projects.
