Keeping complex construction projects safe, compliant, and on track

RINA provides a wide range of construction management and inspection services for clients in rail and transit, highway and roadway, industrial, federal, state and local government, gas and electric utilities, ports, terminals, and other infrastructure markets. We understand the schedule, safety, quality, and budget challenges that affect any construction project, especially when work is performed in active operating environments. By partnering closely with clients, contractors, and stakeholders, RINA helps deliver projects with practical oversight, clear communication, strong documentation, and a committed focus on safety, quality, environmental stewardship, and schedule performance.
As part of the Chicago Transit Authority’s electric bus initiative, new en-route rapid charging stations were needed to support all-electric buses on heavily used routes.
We provided construction management, project controls, cost estimating and claims support, electrical design review, technical advisory services, and field inspection for installation of the charging stations. The design-build project included rapid chargers capable of charging buses in under 10 minutes.
The work drew on our experience in construction management, electrical engineering, smart grid technologies, utility coordination, and transportation capital delivery
The Red Line Extension is a $3.6 billion Chicago Transit Authority (CTA) program to extend the Red Line from 95th Street to 130th Street.
As lead firm in the REDefine Southside Partners joint venture, we provide construction management, project controls, quality, safety, and technical oversight. The work includes support for procurement of the Design-Build contract and oversight of two major construction contracts.
The extension includes 5.6 miles of new heavy rail, four fully accessible stations, multimodal connections, a new yard and shop, and five new substations.
On IH 41/Airport Freeway in Milwaukee County, the Wisconsin Department of Transportation (WisDOT) advanced a major rehabilitation and bridge replacement project along a high-volume urban interstate.
We provided construction oversight for work that included freeway lighting, signals, sign bridges, MSE walls, storm and sanitary sewer, pavement rehabilitation, median barrier, bridge deck repairs, steel girder coatings, signing, and pavement markings. The project also included reconstruction of the Loomis Road overpass and approaches.
At peak activity, the work required around-the-clock construction and a large field staff to meet critical milestones while maintaining traffic on a corridor carrying approximately 128,000 vehicles per day.

The LNG facility in Coosada, Alabama is undergoing a multi-year modernization to replace and relocate major mechanical and electrical systems.
As owner’s engineer, we review drawings and specifications, oversee the division of responsibility across project participants, and help reduce overall cost and risk through commissioning. The work includes support related to the liquefaction unit, boil-off gas compressor, low- and medium-voltage switchgear, maintenance building, and other major facility components.
We also provide on-site superintendent support during construction for this peak-shaver plant, which stores gas during off-peak periods and releases it when needed.
We were hired by Midwest Generation to design and construct a 3-mile rail loop to facilitate coal train deliveries at the Powerton Generating Station in Pekin, Illinois.
Major project components included the rail embankment, two rail bridges, track and access roadways, electrical and lighting improvements, and various ground improvement measures to protect existing subsurface utilities.
We assumed responsibility for all investigation and design services (civil, structural, geotechnical, hydraulic, railroad, environmental, electrical, and survey), as well as permitting, cost estimating, value engineering, bidding, construction management, and at-risk contracting.
