Verification of CO2 Ships' Emissions


The EU has set targets for reducing its greenhouse gas emissions up to 2050 through the 2020 climate and energy package and the 2030 climate and energy framework.
For the year 2030 at least 40% cuts in greenhouse gas emissions shall be reached from 1990 levels.
Also maritime transport is involved in reaching these targets and maritime greenhouse gas emissions are integrated progressively into Commission strategy and into the EU's policy.
From the 1st of July 2015 Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide (CO2) emissions from maritime transport (known as EU MRV Regulation) entered into force.

Service details

MRV is a compulsory monitoring, reporting and verification system designed by the European Commission for ships greater than 5,000 GT undertaking one or more commercial voyages (cargo or passengers) into, out of or between EU ports, regardless of their flag (the regulation does not apply to warships, naval auxiliaries, fishcatching or fishprocessing ships, wooden ships of a primitive build, ships not propelled by mechanical means and government ships used for noncommercial purposes).


For every ship, the company, defined as the shipowner or any other organisation or person, such as the manager or the bareboat charterer, which has assumed the responsibility for the operation of the ship from the shipowner, has until 2017 to prepare plans to monitor and report the carbon dioxide (CO2) emissions and from 2018 onwards monitor and report these emissions to be verified from 2019 onwards.

The main compliance deadline for interested companies are the following:
  • 31 August 2017
    Submission of the monitoring plan of the carbon dioxide (CO2) emissions for every ship to an accredited verifier.
  • 31 December 2017
    Obtaining of the approval of monitoring plan of the carbon dioxide (CO2) emissions for every ship by the accredited verifier.
  • 1 January 2018-31 December 2018
    Monitoring of fuel consumption and other relevant information for every ship according to the approved monitoring plan.
  • 1 January 2019 – 30 April 2019
    Submission of the carbon dioxide (CO2) emissions report for every ship to an accredited verifier.
  • 30 April 2019
    Obtaining of the positive verification opinion from the accredited verifier and submission of the verified Information to Commission & flag State.
  • 30 June 2019
    Obtaining of document of compliance from the accredited verifier (to be kept on-board the ship).
  • By 30 April of each year
    Obtaining of the positive verification opinion from the accredited verifier and submission of the verified Information to Commission & flag State.
