Certification of seafarer recruitment and placement agencies in compliance with the ILO Convention "Maritime Labour Convention 2006"
In view of the forthcoming entry into force of the ILO Convention called Maritime Labour Convention 2006 – MLC 2006, RINA Services has developed a new service, additional to Quality Management System certification according to the ISO 9001 Standard, for organisations which recruit maritime personnel.
This certification integrates the requirements for quality management of the recruitment and manning process with the aspects included in MLC 2006 to protect maritime workers.
The process represents a phase which is exposed to considerable risk of compression of maritime workers’ rights and thus deserves special attention and protection.
The certification proposed by RINA Services, in view of its specific experience in the sector and its international leadership as regards Social Accountability and protection of workers, is intended to be a reference point to enable leading market manning agents to show they are able to guarantee full compliance with the most recent and up to date requirements established to protect maritime workers.
Moreover, RINA Services proposal for the certification of seafarer recruitment and placement agencies includes an important qualification and control tool for all ship owners who need to keep their recruitment suppliers under quick and effective control. Moreover, the tool in question can form part of the control activities which every ship owner must implement in relation to recruitment and placement agencies situated in countries not party to the MLC2006, these agencies must be subject to continuous monitoring by the ship owner or by the body authorised by the ship owner to ensure compliance
